GdS: ‘Full speed ahead’ – Milan and Inter list advantages of stadium plan in document
AC Milan and Inter are going ‘full speed ahead’ with the new San Siro project, and some sizeable steps forward have been taken in recent days.
A lot has been said about Milan and Inter’s official statement regarding San Siro, publicly confirming their desire to buy the area from the city council. Our Substack bonus article will help you catch up on all the recent stadium news.
As La Gazzetta dello Sport writes this morning, on the one hand there is the file opened in recent days by the Milan Public Prosecutor’s Office, which aims to verify whether there could be potential financial damages in the sale of San Siro.
On the other, the bureaucratic process that continues and yesterday recorded another flying milestone in the long journey towards the new stadium of the Milanese clubs, with the publication of the public notice by the council. In the middle, obviously, there is Milan and Inter.
A note appears
The ‘Public Notice for the collection of expressions of interest relating to the real estate complex of the Grande Funzione Urbana (GFU) ‘San Siro’, including the Giuseppe Meazza Stadium’ appeared on the council’s website yesterday evening. The purpose is ‘the collection of expressions of interest relating to the sale of the San Siro stadium and surrounding areas’.
The tender has the objective of verifying ‘the existence of any proposals for improvements compared to the proposal presented by Inter and Milan last March 11, for the regeneration of the San Siro area, the construction of a new stadium, the refunctionalisation of the current facility and the development of a redevelopment scenario’.
Therefore, an expected and planned stage, which Mayor Beppe Sala had already explained in recent days would be part of the path. A way – also – to not leave possible grey areas along the way, but with the awareness on the part of all parties involved that no one evidently expects the irruption of a new actor on the scene.
In the meantime, while the hourglass of the tender will run its course, the councul – as per a recent press release – plans to ‘establish an inter-directional Working Group and to start the Conference of Services to evaluate the technical aspects of the proposal and verify its coherence with the Resolution of the Council in January 2023’.
In other words, departments and managers will meet to discuss the stadium situation following the document presented by Milan and Inter, evaluating whether the proposal complies with the regulatory parameters.
Figures and times
The tender is not the only document made available on its website by the council. At the same time, the Revenue Agency’s assessment of the value of the areas and the stadium and the Feasibility Document of the project alternatives presented by the teams were published.
As for the figures, they are those already known. The total established by the Revenue Agency is – rounded – 197 million (i.e. the same figure put on the table by Milan and Inter, net of any ‘discounts’ for the reclamation works).
It is divided as follows: 72,983,260.97 euros is the value of the current San Siro, 124,005,204.23 euros is the value of the surrounding areas. The purchase proposal is subject to a suspensive condition on the positive evaluation of the Docfap by the Preliminary Services Conference.
There is somewhat of a race against time, because in November the architectural constraint on the second tier of the San Siro (which would turn 70 years old) will come into force, with all the complications that this entails.
Pros and cons
The Docfap is the now famous 253-page file where the technical, economic, financial solutions are analysed and the methods by which Milan and Inter intend to tackle the area between management of the new facility, the commercial area and the green areas. Volumes and environmental impact are also considered.
The two clubs have presented three options (i.e. the ‘design alternatives’). The first does not include any intervention regarding the current San Siro, other than ordinary maintenance; the second is the renovation of the current facility; and the third is the path that they want to bring to completion, i.e. the partial conservation of the Meazza and the construction of a new stadium.
There are many considerations reported in the document, each with pros and cons. It goes without saying that, in the eyes of the clubs, ‘Alternative 3’ offers multiple strengths and very few weaknesses.
There are nine ‘pros’ identified: modern facility, enhancement of the surrounding area, sustainability and innovation, quality of experience, inclusiveness, adequacy of the sports facility, safety, sustainability and greenery, infrastructural adaptation. The ‘cons’: high initial cost and environmental impact (the carbon footprint is larger as the entire stadium is rebuilt).
